  • Comprehensive technical proposal and project execution plan (evaluation design, Theory of Change, evaluation framework, sampling strategy, implementation plan, data collection/analysis methods, quality assurance, stakeholder engagement, risk management, POPIA compliance, national fieldwork arrangements)
  • Proposed project team with completed Project Team Summary, detailed CVs, certified copies of qualifications, signed confirmation of availability for all key personnel
  • Detailed pricing proposal in prescribed format aligned with deliverables and timelines (Cost Breakdown – Annexure C)
  • POPIA, ethics, and data governance compliance approach (POPIA compliance, informed consent, confidentiality measures, data security, data access controls, ethical risk management)
  • Risk Management and Operational Fieldwork Plan (operational/methodological/stakeholder/logistical/data quality risks with mitigation; provincial deployment, field supervision, quality assurance, communication procedures, logistics, fieldwork reporting, demonstrated capacity across all nine provinces)
  • Team Leader must have Master's degree or higher (NQF Level 9+) in Economics, Development Studies, Public Policy, Public Management, Monitoring & Evaluation, or Social Sciences; minimum 10 years relevant professional experience; at least 5 years leading large-scale programme evaluations (preferably national/multi-province); demonstrated public sector/government programme evaluation experience; experience managing multidisciplinary teams; experience producing high-level analytical/evaluation reports
  • Research Specialist/Evaluation Specialist must have Postgraduate degree (NQF Level 8+) in Social Sciences, Development Studies, Economics, Statistics or Monitoring & Evaluation; minimum 5 years research/evaluation experience; demonstrated evaluation design/methodology development; sampling methodology experience; quantitative/qualitative research tool development; socio-economic/public sector research; analytical/report writing skills
  • Data Analyst/Specialist must have Postgraduate degree (NQF Level 8+) in Statistics, Data Science, Economics, Econometrics, or Monitoring & Evaluation; minimum 3 years data analysis and large dataset management; statistical software proficiency; experience presenting analytical findings
  • Qualitative Research Specialist/Community Liaison Specialist must have Diploma (NQF Level 6+) in Social Sciences, Anthropology, Community Development or Development Studies; minimum 3 years qualitative research experience; participatory research methods experience; community stakeholder/local structure engagement; communication/facilitation skills; qualitative analysis/reporting experience
  • Fieldwork and Operational Plan demonstrating ability to coordinate fieldwork across all nine provinces with field supervisors/fieldworkers, provincial deployment arrangements, quality assurance/field monitoring systems, logistical/operational management, communication/escalation procedures, fieldwork reporting/data collection systems
  • No individuals in service of the State or organisations with directors in service of the State (exception: government departments/entities)
