Evaluation occurs in two stages: first, a functionality assessment on company experience in waste management (30 points), references in waste management (15 points), and vehicle availability (10 points), with a mandatory minimum score of 40 out of 55 points to proceed. Responsive bids are then evaluated using either an 80/20 or 90/10 preference points system, with 20 or 10 points respectively allocated for B-BBEE scorecard performance (50% weighting) and bidder locality (50% weighting). The contractor must hold current Central Supplier Database registration; CIDB registration is noted as "if applicable." All work must comply with General Conditions of Contract and Special Conditions of Contract.
