The City of Tshwane Metro Police Department requires appointment of a qualified service provider to deliver comprehensive weighbridge services across three accredited Local Authority Weighbridge Stations (Akasia, Centurion, and Waltloo). Category A covers maintenance, repair, calibration, verification, software support, software reloading, upgrades, training, and technical support for two operational Multi-Deck Weighbridges (Akasia and Centurion stations). Each weighbridge comprises four load decks, sixteen load cells, one indicator, approximately 22 metres length × 3 metres width measurement area, and 120-ton maximum capacity. Work includes preventative and corrective maintenance, supply and installation of OEM components, hardware and software upgrades, calibration and verification by accredited authority per Regulation 332A of the National Road Traffic Act and SANAS standards (SANS 1795), issuance of compliant certificates, minimum 12-month equipment warranty, and minimum 6-month workmanship warranty. Category B requires comprehensive technical assessment and surveying report only for the Waltloo Weighbridge, evaluating current condition, remaining useful life, viability of continued maintenance, feasibility of upgrading or revamping, extent of reconstruction required, cost-effectiveness of replacement, and infrastructure improvements. The service provider must ensure weighbridges remain legally compliant, operationally effective, and capable of supporting traffic law enforcement, vehicle inspections, prosecutions, and regulatory compliance. Software must integrate with existing TRAFMAN system, be Windows-based, support multi-deck configurations, generate detailed axle weighing reports with overload calculations, and maintain compliance with traffic law enforcement requirements.
