Bidders to meet Eligibility Criteria that will be uploaded on ELM Website.www.elundini.gov.za under tender data and also on tender document. SPECIFIC GOALS: EME or QSE which is at least 51% owned by black people who are women-equity ownership = 10 points; youth-enterprise (18-35) = 5 points; black ownership = 5 points Bidders that fail to submit proof of specific goal will not be allocated points
