Sealing of roads within Ray Nkonyeni Municipality over a three-year contract period. The work involves construction of blacktop roads or sealing of existing blacktop roads. Bidders must demonstrate relevant experience in similar road construction and sealing projects. The successful contractor will be required to provide qualified site foreman personnel with documented experience in blacktop road construction or sealing work, and must own or have access to essential plant equipment including asphalt paving machines and pneumatic rollers. The contract is subject to general conditions of contract, preferential procurement regulations (2022), and Ray Nkonyeni Municipality's Supply Chain Management Policy. The work must be completed within the three-year contract period. Bidders are evaluated on functionality (70 points maximum: 30 for company experience, 15 for site foreman qualifications, 25 for plant ownership) and must achieve a minimum 70% score to proceed to financial evaluation under an 80/20 preference points system (80 points price, 20 points specific goals including enterprise location within the municipality and black economic empowerment status). All work must comply with relevant specifications and standards as detailed in the bid documents.
