Weir to Tronox-Hillendale DN700 Steel Pipeline Upgrade – uMngeni-uThukela Water

Upgrade of 325 metres of the Weir to Tronox-Hillendale DN700 steel pipeline located in the Madlankala area, Richards Bay. The work involves the replacement and/or upgrade of this bulk water supply pipeline serving uMngeni-uThukela Water's municipal customers. The project requires a competent and experienced contractor with active CIDB Grade 5 CE or higher grading. The Contract Manager must hold NQF7 (B.Tech or higher) in Civil Engineering; the Construction Manager must hold NQF6 (N.Dip or higher) in Civil Engineering; and the Pipeline Foreman must hold NQF6 (N.Dip or higher) in Civil Engineering. Tenderers must achieve at least 35% Contract Participation Goals (CPG), comprising a minimum 25% participation from enterprises within uMngeni-uThukela Water's area of operations and 10% local participation. Evaluation uses a two-stage process: functionality assessed first (minimum 70 points required to proceed), followed by price and preference goals using an 80/20 preference point system. Preference points are awarded for HDI ownership (51% Black ownership = 10 points; 51% women ownership = 10 points). Tender validity is 120 calendar days from closing. A compulsory clarification meeting is required on 27 October 2026 at the Richards Bay Regional Office.
