Vulindlela Rural Bulk Water Supply Scheme Phase 2 – uMngeni-uThukela Water

The tender covers the design, supply, delivery, installation, testing and commissioning of bulk water supply infrastructure as Phase 2 of the Vulindlela Rural Bulk Water Supply Scheme. The work comprises construction and installation of a Howick West Pump Station and associated bulk water pipeline connecting to Reservoir 2. The project is located near Howick (coordinates 29°32'45.26"S and 30°12'13.26"E, accessed off the R617/P135 road). Tenderers must attend a compulsory clarification meeting on 06 October 2026 at 10:00 at the pipe yard in Howick. The tender closing date is 05 November 2026 at 12:00. Contractors must achieve minimum 35% Contract Participation Goals (CPG), comprising at least 25% enterprises from uMngeni-uThukela Water's area of operations and 10% local participation. Evaluation is in two stages: functionality (minimum 70 points required) followed by price and preference using the 90/10 preference point system in terms of the Preferential Procurement Regulations 2022. Preference points are awarded for HDI ownership (51% Black-owned: 5 points; 51% women-owned: 5 points, maximum 10 points total). The contract validity period is 120 calendar days from closing. Tenderers must hold an active CIDB grading of 9CE or higher, submit tax compliance letters with PIN from SARS, a Central Supplier Database report, proof of good standing under the COID Act, a company registration certificate, and a letter of intent from an approved financial institution for the performance guarantee.
