Umuziwabantu Local Municipality seeks qualified town and regional planning consultants for a 36-month panel to provide comprehensive planning, feasibility, and development advisory services including SDFs, master plans, township applications, and property valuations.

- • Signed Joint Venture Agreement (where applicable)
- • Current and completed projects with contactable references and values
- • Proposal with Methodology and Approach
- • MBD 2 – Tax Clearance Requirement
- • MBD 4 – Declaration of Interest
- • MBD 8 – Declaration of Bidders Supply Chain Practices
- • MBD 9 – Certificate of Independence
- • Municipal Rates and Service Charges Statement (confirming no arrears exceeding 90 days) or valid lease agreement
- • MBD 1, 4, 6.1, 8, 9 forms
- • Affidavit if account under parents/siblings/grandparents, or marriage certificate if under spouse
- • Bidders must score minimum 70% on functionality evaluation (100 points total: Director Town Planning Qualification 10pts, Methodology 10pts, Project Leader 5pts, Company Experience 10pts, Project Team Qualifications/Registration 65pts)
- • 80/20 preference points system: 10pts for 100% black ownership, 8pts for 51%+ black ownership, 2pts for 25-50% black ownership
