Richmond Local Municipality seeks qualified contractors to upgrade Indaleni Passages and rehabilitate Silahla Access Road in Ward 2 (Phase 2). Minimum CIDB Grade 6CE required, with CSD registration mandatory. Two-stage evaluation: functionality (minimum 70 points) then 80/20 price/goals preference system.

- • Original Bank Letter from registered financial institution
- • Evidence of Financial Capability (3-year audited or annual financial statements per Regulation 21)
- • Reference Letters as per functionality
- • Schedule of Subcontractors
- • CVs of Project Staff
- • Qualifications of Project Staff (certified copies)
- • Site Agent/Contracts Manager with Degree/N.Diploma in Civil Engineering/Construction Management, LIC NQF 6, registered with professional body
- • Schedule of Plant & Equipment A and B
- • Schedule for Material & Labour
- • MBD 1, MBD 2, MBD 4, MBD 5, MBD 6.1, MBD 8, MBD 9 (all mandatory standard bid documents)
