The National Research Foundation (NRF) seeks a service provider to develop a comprehensive Total Rewards Framework, Total Rewards Policy, and supporting Standard Operating Procedures (SOPs) for organisation-wide application. The work spans a 3-month contract period and requires: (1) detailed review of existing reward arrangements, including remuneration structures, job grades, salary ranges, incentive schemes, benefits, allowances, recognition practices, wellness initiatives, learning and development, performance management linkages, flexible working arrangements, and governance; (2) development of a Total Rewards Philosophy addressing principles, internal equity, market alignment, affordability, and legislative compliance; (3) design of the Total Rewards Framework establishing strategic design, governance structures, delegations, and rationale; (4) creation of Total Rewards Policy translating framework into operational rules, processes, and administrative guidelines; (5) development of SOPs, forms, templates, and governance documents; (6) establishment of monitoring and reporting measures supporting management and governance decision-making; and (7) provision of a phased implementation, change management, communication and knowledge-transfer plan enabling sustainable internal administration. The deliverables must align with NRF's strategic objectives, compensation philosophy, existing practices, and applicable legislative requirements, and provide a coherent basis for design, implementation, governance and administration of total rewards across the organisation covering both financial and non-financial reward elements.
