The City of Tshwane Metropolitan Municipality requires appointment of one service provider to collect and impound nuisance animals across the city's area of jurisdiction, excluding aggressive or violent animals. The service provider must handle animal care and impounding in compliance with the City of Tshwane Keeping of Animals Bylaw and relevant national legislation including the Animal Protection Act 71 of 1962, Animal Health Act 7 of 2002, and National Health Act 61 of 2003. Upon receipt of instructions from the CoT Municipal Health Services, the service provider must collect animals within 3 hours (except exceptional circumstances with prior notification) and transport them in compliance with applicable animal legislation. The service provider operates a pound facility where animals are held for a maximum of 7 days, providing care, shelter, food, water, and necessary medical treatment. The service provider must employ an adequate number of competent personnel with access to an animal technician or veterinary doctor for emergencies, maintain proper identifiable records of all services, inform owners of impoundment in writing, and collect impounding tariffs on behalf of the Department. Monthly invoicing is required by the 3rd of each month following service, with invoices indicating animal numbers and types, services provided, service dates, authorising official contact details, and picture evidence. The City pays validated invoices within 30 days. Service provider premises and equipment must comply with approved legislation for isolation of sick, injured, or animals in heat. Personnel must wear branded protective clothing. The contract is valid until 31 December 2026.
