Road Accident Fund – Legal Claims Resolution Platform RFI

The Road Accident Fund seeks a Legal Claims Resolution Platform (LCRP) solution to manage legal claims end-to-end for a 12-month contract period. The platform must support assessment of claim merits and liability, claims settlement processing, conflict claims management, negligence apportionment determination, legal decision support based on case law, and management of legal case files and records. The solution must generate and manage settlement and legal correspondence, handle legal documentation, agreements, forms, and questionnaires, and provide electronic document signing capabilities. Task, workflow, and deadline management are required, with complete audit trails of all activities. The bidder must provide legal knowledge and content management services, including maintenance and enhancement of legal content, updating legal templates, forms, precedents, and settlement documentation, and updating legal rules and negligence apportionment criteria based on legislative changes and case law developments. Business process optimisation capabilities are required to analyse claim processing efficiency, identify bottlenecks, recommend workflow enhancements, and improve operational effectiveness. The solution must integrate with RAF claims management systems, Guidewire components, reporting platforms, and digital signature services. The bidder must provide data migration, validation, reconciliation, quality assurance, and ongoing data maintenance. Infrastructure and environment support for development, System Integration Testing (SIT), User Acceptance Testing (UAT), and production operations are mandatory. Application support services must include Level 3 product support, incident investigation and resolution, problem management, defect management, and deployment of fixes and updates. Continuous improvement services, including performance review, recommendation of enhancements, and implementation of approved improvements, are required throughout the contract term.
