The successful bidder will develop comprehensive architectural designs and bill of quantities for two container mall projects (mixed-use informal business hubs) in Flagstaff and Lusikisiki. Deliverables include: concept designs and development proposals, detailed architectural drawings suitable for statutory approval, 3D artistic renderings, and a bankable bill of quantities. The Flagstaff site (Erf 3338) comprises 4.7 hectares along the R61 and is largely vacant with informal driving school and tyre repair uses. The Lusikisiki site (Erf 2811) is 1.39 hectares, adjacent to St Elizabeth shopping centre, currently undeveloped and used as a car park. The container mall will accommodate clustered informal traders including fast food, mechanics, clothing, hairdressers, laundry services, car wash, pharmacy, and complementary businesses, creating authorised, safe, and attractive trading zones. Work is organised in four phases: Inception, Design Proposals and 3D Drawings, Bankable Bill of Quantities, and Close Out Report. The project manager must provide regular daily progress reports and implement a strict 6-week timeline. All quotations must include VAT (if applicable) and disbursements, with professional fees clearly separated from VAT before final total.
