Gert Sibande District Municipality (GSDM) is establishing a panel of service providers for the supply and delivery of cleaning materials to be provided on an as-needed, call-off basis over a 36-month contract period. The tender seeks experienced vendors capable of providing cleaning materials to support GSDM operations across its facilities. Bidders will be evaluated using a functionality assessment followed by a price/BBBEE preference scoring model (80 points price, 20 points GSDM-specific goals). The contract will be awarded to the tenderer achieving the highest combined score, not necessarily the lowest price. All bidders must be registered on the Central Supplier Database (CSD), possess relevant skills, experience, and capacity, and meet BBBEE requirements. A compulsory briefing session is scheduled for 23 October 2026 at 11:00 am at GSDM Level 2 Auditorium in Ermelo. Tenders close 09 November 2026 at 12h00. Bid validity period is 90 days after closing. Special conditions
Tenders will be subjected to functionality evaluation. The 80/20 point system shall apply whereby a contract will be allocated to a tenderer in accordance with the Preferential Procurement Policy Framework Act, Act No 5 of 2000; Section 2(1)(d)(i),Preferential Procurement Regulation 2022. and as in line with Gert Sibande District Municipality SCM policy. 80 points will be allocated in respect of price and 20 points of GSDM specific goals. All bidders must be registered on the Central Supplier Database (CSD).
