Independent Socio-Economic Monitoring Services for Gautrain System – 5 Years

The GMA invites proposals from a suitably qualified service provider to deliver independent socio-economic monitoring services for the Gautrain System over a five-year contract period. The service provider will be appointed on the terms of a draft Service Level Agreement (SLA-GMA/004/26, attached as Annexure A). Bidders must review the draft SLA in full and return it with their bid response. Bidders are required to complete a Comments Schedule (Annexure C) detailing any proposed amendments to the SLA, with each comment identifying the clause number, relevant text, the issue, and proposed alternative wording. Bidders must also sign a Declaration (Annexure D) confirming that their bid and pricing have been prepared on the basis of the draft SLA as issued. The GMA is not obliged to accept any comments and reserves the sole discretion to amend the SLA. Comments will not be scored and will not affect evaluation of functionality, price, or preference points. The SLA will be concluded on the same terms with the successful bidder. Bidders are not entitled to negotiate the SLA before or after the closing date. Any comment that qualifies, conditions, or seeks to alter a material term (including fees, payment terms, intellectual property, confidentiality, liability, termination, and data protection) may result in the bid being declared non-responsive. Bidders must reflect any pricing impacts of their comments in their submitted pricing and may not submit conditional or alternative prices.
