Ethics and Forensic Investigation Panel of Consultants – City of Cape Town

The City of Cape Town intends to establish a panel of service providers to deliver ethics and forensic investigation services and other forensic-related services for the Ethics and Forensic Services Department. Services will be provided on an individual assignment basis as and when required, with specific terms of reference drafted for each assignment. The contract period runs from the date of commencement (not earlier than 1 January 2028) for a period not exceeding 36 months. No minimum volume or value is guaranteed; this is a purely ad hoc procurement. A minimum of three responsive bids must be received for the City to appoint any tenderers. Once appointed, service providers will be invited to render services on a rotational basis, ranked by tender adjudication points. The rotation mechanism aims to provide opportunities for all successful bidders while avoiding overburdening any single provider. The City reserves the right to deviate from the rotation schedule and approach any panel member where operationally necessary, such as for specialist expertise, prior involvement in a matter, or urgent circumstances. Successful bidders must respond to assignment instructions within 48 hours (reducible for urgent matters) and provide detailed project plans within seven calendar days, including resources and pricing to demonstrate capacity, experience, and expertise for each specific assignment.
