Western Cape Department of Social Development seeks an accredited HWSETA and QCTO-registered service provider to implement a 24-month Child and Youth Care Worker NQF Level 5 Learnership programme for 80 officials, requiring QCTO accreditation, minimum 3 years' learnership experience, financial sustainability proof, and blended delivery capacity (50% face-to-face, 50% virtual).

- • Valid SACSSP accreditation/recognition letter
- • Minimum 3 verifiable and contactable references with testimonial letters on official letterhead
- • Detailed Project Plan including implementation schedule, payment plan, cost breakdown, and monitoring plan with 50% face-to-face and 50% virtual delivery specification
- • Photo proof of training facility accommodating 40 learners comfortably
- • Minimum 3 accredited facilitators with CVs, certified qualifications, and proof of accreditation/registration
- • Letters of all facilitators' accreditation to train the learnership
- • Mentoring training plan and learner support plan with assessment schedule and learner material workbooks
- • Latest audited and/or independently reviewed financial statements OR letter from registered auditor/accountant OR bank letter confirming financial standing
- • Detailed cost breakdown with cost per learner per year
- • WCBD 1 (mandatory form)
- • WCBD 3.2 (pricing schedule - mandatory)
- • WCBD 4 (mandatory form)
- • WCBD 6.1 with valid BBBEE certificate/affidavit if claiming preference points
- • Annexure A - List of Current and Past Contracts
- • Annexure B - List of Staff management
- • Training facility within 100 km from Cape Town CBD
- • Digital infrastructure including Learning Management System (LMS) and virtual classroom capabilities
- • Capacity to accommodate 80 learners in two blocks of 40 each
- • Proof of adequate cash flow for 24-month implementation period
