RFQ for appointment of service provider/consultant team to conduct implementation and fidelity evaluation study of ETDP SETA programmes, assessing delivery against targets and performance information systems.

What you need to qualify for this tender
- • SBD 1 - Invitation to Bid (fully completed and signed with witness signature)
- • SBD 4 - Declaration of Interest (fully completed and signed with witness signature)
- • General Conditions of Contract (GCC) completed in full
- • Unique security personal identification number (PIN) issued by SARS for tax verification
- • Project management and evaluations experience with contactable references
- • Reference letters must be on client letterhead, signed, dated, within 10 years, and include project name, nature of service, project status, recommendations, and contact details
- • Project manager with minimum 5 years project management experience and 3 years evaluation experience
- • Project manager must hold Master's Degree or equivalent (or Honour's Degree/NQF Level 8 equivalent)
- • Evaluation specialist with minimum 3 years experience in conducting similar projects
- • FMPPI expertise (Framework for Managing Programme Performance Information)
- • Knowledge of South African public sector planning systems (APPs, TIDs)
- • Data quality assessment capability
- • Qualitative and quantitative evaluation methods expertise
- • Itemised budget proposal with cost per unit and payment schedule
- • Service Level Agreement (SLA) to be signed
- • Compliance with DPME and public service ethical standards
- • All costs must be inclusive of VAT (15%)
- • Pricing in South African Rand (ZAR)
- • Minimum functionality score of 80 points required
