HSRC seeks a service provider for electronic data capture and management of the 2026 Election Satisfaction Survey, requiring Android tablet platform, real-time data monitoring, training, technical support, and geospatial mapping services, with minimum 5 years survey fieldwork experience.

What you need to qualify for this tender
- • Minimum 5 years proven experience in survey fieldwork and electronic data collection technologies
- • Primary trainers and support staff must have at least 3 years relevant survey experience
- • List of relevant previous projects with contactable references
- • Letters of reference for projects undertaken in last 5 years on company letterhead, signed and dated
- • Minimum 3 years experience in printing geospatial maps for survey fieldwork
- • Experience with geolocation technology using longitude and latitude coordinates
- • Full-time personnel allocated to project and based in South Africa
- • Personnel available for virtual and in-person training sessions
- • Proposal and budget for ESS 2026 plus envisaged percentage escalation for ESS 2029 and 2031
- • Data collection technology must be Android-based
- • Platform must support multi-language questionnaires, real-time monitoring, offline data collection, GPS coordinates, photo capture, signatures, barcode scanning
- • Data security must follow international protocols including encryption, multi-level access control, compliance with POPIA and ISO 27001
- • Provide 330 tablets (Android devices) with SIM cards and airtime
- • Provide reliable hosting platform and cleaned, merged dataset handover
- • Training emphasis on HSRC researchers and fieldworkers
- • Technical support during field collection and Election Day (4 November 2026)
- • Production of national A0 map, nine provincial A1 maps, and 300 A3 SAL maps with GPS coordinates
