Service providers with registered driving schools must submit tenders with compulsory briefing attendance, tax clearance, CSD registration, and provisional driving school operator's certificate. Evaluation: 80/20 points (80% price, 20% preference goals including BBBEE Level 1-3, local ownership, and SMME status).
