Catering Services at Thabo Mofutsanyana Secure Care Centre – Free State Social Development

The Department of Social Development, Free State Province, requires appointment of a service provider to deliver catering and related services at Thabo Mofutsanyana Secure Care Centre for a three-year contract period. The scope includes supply and delivery of catering services to the departmental institution. The bidder must comply with attached nutrition menus and specifications. All delivery costs must be included in the bid price, delivered to the prescribed destination. The contract is subject to price escalation using a specified formula with 85% of the original bid price subject to escalation against various indices (labour, transport, clothing, footwear, etc.) and 15% remaining firm. Price adjustments will be allowed at periods specified in the bidding documents. The tender is subject to the Preferential Procurement Policy Framework Act and Preferential Procurement Regulations 2022, with an 80/20 preference points system (80 points for price, 20 for specific goals). Bidders must provide proof of tax compliance, CSD registration, and complete all returnable schedules including SBD forms 1, 3.1, 3.2, 4, 6.1, 7.2, special conditions of contract, and joint venture agreements where applicable.
