The National Regulator for Compulsory Specifications (NRCS) seeks appointment of a service provider to render communication and marketing services for a period of 36 months on an ad-hoc, task-order basis. Services include: annual communication strategy and campaign-specific strategies; crisis communication plan reviews; media monitoring of up to 20 keywords daily across print, broadcast and online, delivered as monthly reports; media training sessions (half-day, up to 20 participants); monthly social media content (10 posts per month across up to 3 platforms); short-form animated videos (up to 30 seconds, 6 per year); static infographics (6 per year); educational campaign toolkits (4 per year); per-event communication support packages (3 per year); explainer and long-form videos (3–1 respectively); printing of information booklets (15,000 copies per run), flyers (10,000 copies), and campaign adverts; event/exhibition branding sets (3 per year, comprising backdrops, roll-up banners, signage, booth panels, and digital graphics); merchandise design (5 item types per year); billboard creative design and production/installation across 48-, 32-, 16-, and 8-sheet formats (1 design each, 3 site installations per format); monthly campaign performance reports; annual monitoring and evaluation summary; translation services (10,000 words per language per year); event photography (6 half-day sessions per year); and newsletter/EDM design (6 editions per year). Pricing is submitted as a rate card for Part A recurring deliverables (escalated 6% annually for Years 2 and 3 in scoring only) plus a separate Part B markup percentage on third-party pass-through costs (billboards, broadcast media, print production, venue hire, and pre-approved disbursements). Actual quantities depend on NRCS need and budget; the indicative volumes are for scoring only and not guaranteed orders. The service provider will work on a task-order mechanism as instructed by NRCS throughout the 36-month term.
