Security and Pre-Employment Screening Services for DRTE (6 months)

The Department of Land Reform and Rural Development seeks a service provider to conduct security and pre-employment background screening services for the Deeds Registration Trading Entity (DRTE) over a 6-month contract period. The service provider must deliver a web-based screening system with offline functionality capable of conducting the following checks on an as-needed basis: biometric (fingerprint) criminal record checks, citizenship verification, permanent residence and work permit validation, qualification/study verification, previous employment reference checks, credit/financial record checks, PSIRA verification, and driver's license verification. The service covers screening for 140 personnel and provision of training to 35 departmental users. The service provider must supply fingerprint reader gadgets and conduct training on system operation and access every three months throughout the 6-month period. The system must generate user access reports (tracking what was accessed and duration) and billing reports. Monthly comprehensive management reports on screening activities must be submitted. The service provider must provide ongoing support and maintenance for the system duration. Pricing is per-search basis (activity-based billing). Three contract completion certificates from previous clients confirming successful delivery of similar services are mandatory. The contract is subject to National Treasury General Conditions of Contract (July 2010).
