Fuel Tank Inspection and Cleaning Service at Houwteq Facility, SANSA

The South African National Space Agency (SANSA) requires a service provider to inspect and clean the fuel storage tank at the Houwteq Test Facility in Grabouw, Western Cape. The work involves conducting a site assessment to verify tank condition and accessibility; preparing and submitting a task-specific method statement, risk assessment, work programme, and safety documentation including confined-space controls; safely isolating the tank and associated equipment; transferring or recovering residual fuel as authorised; removing sludge, water, sediment, rust scale and contaminants; cleaning internal and external accessible surfaces; inspecting for corrosion, pitting, cracks, deformation, coating failure, leakage and damage; inspecting pipework, valves, vents, gauges, seals, fittings and bund areas; performing integrity, leak and functional tests; containing and disposing of sludge, contaminated fuel, cleaning residues and hazardous waste through authorised channels with certificates; and providing before/after photographs and a detailed completion report with inspection findings, work performed, test results and maintenance recommendations. The service provider must have competent personnel, suitable supervision, calibrated inspection instruments, cleaning equipment, fuel transfer equipment, ventilation equipment and spill control resources. Personnel must hold applicable training and medical-fitness certification for confined-space entry and hazardous-substance handling. A workmanship warranty must be provided with clear warranty period stated. The compulsory briefing is 15 October 2026 at 13h00 at Houwteq Campus, High Rising Road, Grabouw. Closing date is 20 October 2026 at 16h00. Bidders must submit CSD registration with compliant tax status, COIDA letter of good standing, attendance at site inspection, and minimum three references from different entities for similar work completed within the last ten years.
