Ground Maintenance Contractor – Mountain View Housing Development, Mossel Bay Municipality

Ground maintenance services for the Mountain View Housing Development, a residential estate in Mossel Bay, for a three-year period from 1 July 2027 to 30 June 2030. Services include waste management encompassing collection and disposal of refuse. The contractor will be responsible for maintaining grounds to municipal standards. Evaluation occurs in two stages: first, a functionality assessment on company experience in waste management (30 points), references in waste management (15 points), and vehicle availability (10 points), with a mandatory minimum score of 40 out of 55 points to proceed. Responsive bids are then evaluated using either an 80/20 or 90/10 preference points system, with 20 or 10 points respectively allocated for B-BBEE scorecard performance (50% weighting) and bidder locality (50% weighting). The contractor must hold current Central Supplier Database registration; CIDB registration is noted as "if applicable." All work must comply with General Conditions of Contract and Special Conditions of Contract. The contract requires an original, hand-signed submission with full completion of all returnable documents including tax compliance certificates, municipal rates clearances, and authorised signatory resolutions.
